OP-17 releases in Europe on August 28, 2026
The next major ONE PIECE Card Game expansion is OP-17 — The World’s Strongest Warriors. Its official release date in Europe and the other English-edition territories is August 28, 2026, following the start of pre-release events on August 21, 2026 at participating local game stores.
OP-17 holds a special place in the game’s history because the set celebrates the fourth anniversary of the ONE PIECE Card Game. Bandai is marking the occasion by bringing together several major themes from the series: the arrival of Elbaph, the introduction of the Rocks Pirates and the return of iconic characters connected to the Four Emperors.
For players and collectors, this is therefore more than another numbered expansion. OP-17 is an anniversary set featuring new archetypes, six Leaders covering all six colours in the game and several categories of special artwork.
What does OP-17 contain?

Three major themes at the heart of OP-17
Elbaph and the Straw Hat Crew
OP-17 brings Elbaph fully into the card game. The Straw Hat Crew appears in its Elbaph outfits, including Monkey D. Luffy, Usopp, Sanji, Nami, Tony Tony.Chopper, Jinbe, Nico Robin, Franky, Brook and Roronoa Zoro.
The black Monkey.D.Luffy OP17-079 Leader establishes the identity of this archetype: all of your Characters with a cost of 12 or more gain Blocker. Several Elbaph cards are designed around very high costs or around having a Character with a cost of at least 12 in play. This gives black a distinctive strategy that is not limited to reducing opposing costs. Instead, it focuses on building a board of major threats that can also protect the Leader.
Loki is another central character in the set. Loki OP17-119, a Secret Rare, is a 6-cost, 8000-power black Character. It gains an additional 12 cost through its effect and receives a power boost during the opponent’s turn. When played, it can also K.O. opposing Characters whose combined cost is 4 or less. This makes Loki a natural fit for the new black Luffy Leader and the wider Elbaph strategy.
The Rocks Pirates enter the game
The other major addition is Rocks.D.Xebec and the Rocks Pirates. The blue Rocks.D.Xebec OP17-039 Leader rewards decks built heavily around this specific type. When attacking, its player may trash one card from their hand and reveal the top card of their deck. If the revealed card has a type that includes Rocks Pirates, the player draws two cards.
This creates an important deck-building requirement. The more Rocks Pirates cards the deck contains, the more reliable the Leader effect becomes. The theme brings together characters such as Edward.Newgate, Kaido, Charlotte Linlin, Shiki, Captain John, Gloriosa and other members associated with the crew.
The set also contains Rocks.D.Xebec OP17-118 as a Secret Rare. This 10-cost, 12000-power blue Character draws one card when played, then allows its player to play up to two Rocks Pirates Character cards with different names from their hand, provided their combined cost is 9 or less. It can create a powerful late-game turn, but it requires the right hand and a properly structured deck to reach its full potential.
The Four Emperors across different eras
OP-17 also highlights different generations of the Four Emperors. Edward.Newgate, Shanks, Kaido and Charlotte Linlin each receive a new Leader, while Luffy represents the new generation through the Elbaph theme. The set is therefore not restricted to a single period in the One Piece story. Instead, it connects several eras through some of the world’s most powerful pirates.

The distribution is particularly clear: one new Leader for each of the game’s six colours. Every colour therefore receives a new starting point for an OP-17 deck.
An important set for collectors
The anniversary theme is also reflected in OP-17’s special treatments. Bandai has announced a Super Leader Alt-Art version of Monkey.D.Luffy OP17-079 featuring artwork from the original One Piece manga. The official product page also introduces Super Alt-Art cards, special cards focused on the Four Emperors, anniversary cards for the Straw Hat Crew and Rocks Pirates, and special Color of the Supreme King Haki cards.
The official card list also confirms Charlotte Katakuri OP17-103 as the Treasure Rare, alongside two Secret Rares: Rocks.D.Xebec OP17-118 and Loki OP17-119. Collectors should nevertheless distinguish a card’s gameplay rarity from its visual version. The same card reference may appear with different artwork or finishes, and not every variant has the same availability.
Is OP-17 suitable for new players?
Yes, provided that new players begin with a coherent foundation. A booster contains random cards, not a ready-to-play deck. Beginners will generally benefit from choosing a Starter Deck that matches their preferred style before using OP-17 cards to upgrade it or gradually build one of the new archetypes.
More experienced players can focus on a specific Leader and identify the exact cards required for their list. Collectors, meanwhile, can choose whether to pursue the main set or selected special cards rather than attempting to obtain everything exclusively through booster openings.
Why OP-17 deserves attention
OP-17 combines three strong attractions: the long-awaited arrival of Elbaph, the introduction of the Rocks Pirates and an ambitious fourth-anniversary collector treatment. Its six Leaders offer clearly different strategies, while the special versions give the set additional appeal for collectors.
